Winnsboro Buying Property
Plans to Demolish Buildings
At the August 4, 2020 Tuesday’ evening’s Winnsboro Planning & Zoning Commission Meeting, one citizen stated they felt the city is trying to over regulate or buy private property to buy it up and demolish structures, “the City should not be on the real estate business.”
That practice was generally denied by the City Administrator (CA) and P&Z members; however, sources verified late Wednesday night show current staff activities include signing contracts to buy and demolish downtown structures.
Winnsboro City Administrator Craig Lindholm, actually announced earlier that day in a public meeting that “one of the things, it’s public information, uh, we’ve signed a contract ...” on Monday August 3, 2020, “to buy the garage sale property, the brown building where they do all the furniture sales ...” (Billy Cason’s sales). “and the bait shop and the Italian restaurant behind it; we signed a contract yesterday.”
The CA continued, “and there is a party out of Dallas, a photographer, that’s very interested in acquiring the bait shop to put in ... to re-do it. ... and he wants to do it as a studio gallery.”
This was news to many businesses.
The CA added, “The city wants the rest the of the property and demolish the buildings (the furniture sales and restaurant) to create parking lot for downtown businesses .... and the events that we’ll be having on Market Street. We’re gonna walk the walk.”
Local real estate investor Jerrel “Jerry” Oliver of Como is the recorded property owner. On the Wood County Appraisal District’s website, the following details are provided for the three properties.
The old skating rink brown building with furniture sales building at 213 E. Broadway, with an appraisal district value of $57,390 ($30,000 building and $27,390 land), at .1655 of an acre at LOT 6,7, PT 8 BLK 4, using WCAD Property ID #39265.
The old bait shop at the northeast corner of 219 E Broadway at Walnut with an appraisal district value of $39,990 ($24,000 building and $15,990 land), LOT 8 THRU 10 PTS BLK 4 .0966 (acre); using WCAD Property ID #39266.
The old Italian restaurant structure at 203 N. Walnut, with an appraisal district value of $40,990 ($25,000 building and $15,990 land), LOT 8 THRU 10 PTS BLK 4 PTS .0966 (acre); using WCAD Property ID #39267.
The contract amount is currently undisclosed.
The announcement came as a surprise to some city officials and some citizens, as it appears the action has not been approved by City Council in a recent meeting.
It is not known if the City of Winnsboro is buying the property directly, or the separate company of the Winnsboro Economic Development Corporation is using their funds to make the purchase, which would require City Council approval of all WEDC projects by state local government code (law). For the city to take possession of the property once purchased, if by the WEDC, the WEDC would need to sell it or gift it to the city of Winnsboro in a separate actionable agenda item.
